On January 17, the Osceola County School Board approved the following administrative appointment:
Mark Lockard, Director of Design and Construction
Throughout his career, Mark Lockard has held the following positions: Construction Branch Chief for Sheppard AFB in Texas (1979-1982); Chief of Requirements/Operations and Design Manager for Peace Shield Program in Saudi Arabia (1983-1987); Technical Division Chief for US Infrastructure for NATO (1987-1991); Program Manager for Air Base Operability at Eglin Air Force Base (1991-1994); Chief Engineer for Headquarters Eighth Air Force at Barksdale AFB (1994-1997); Chief of Outsourcing and Privatization for USAF Reserve Command at Warner Robins (1997-1999); Project Manager for Utilities Privatization Program (1999-2000); Facilities Project Manager for Orange County Public Schools (2000-2002); Facilities Manager/Client Liaison for Orange County Public Schools (2002-2006); Senior Facilities Manager/Capital Projects for Orange County Public Schools (2006-2007); Senior Facilities Manager Comprehensive Renovations for Orange County Public Schools (2007-2012); and Senior Facilities Manager Capital Renewal for Orange County Public Schools (2013-present). He received his bachelor's degree in Engineering from the University of Central Florida and his master's degree in Engineering Management from the Air Force Institute of Technology. Mr. Lockard is a retired Air Force officer, where he served in various capacities in the Civil Engineering discipline.
